Add Users, Assign them to RolesWork is what happens when not enough people show up to play. That was never more true than when it comes to a running an electoral campaign. As your admin user, choose administer -> users from the menu. Then select the "add user" tab. Complete the form, including providing a password and "Notify user of new account" checkbox and submit using the "Create new account" button. Repeat for each key member of your campaign team. Next select that user from the list on the resulting page and choose the "edit" link. On this form, check the boxes next to the appropriate roles which will define this user's access to the functions offered by the site. Anonymous browsers may also be invited to create their own accounts on the site and you may offer these "Authenticated Users" additional privileges over what they might enjoy as "Anonymous Users". To control whether that is possible, the administer -> blocks form will permit you to enable or disable the User Login form and the "configuration" link for this block permits you to choose what pages the User login form (and "create new acocunt link") are included on and excluded from. They are included on all pages by default unless a user is already logged in. You may grant or revoke privileges for any existing user at any time. So after a new user signs up at your site, you can assign them to appropriate roles. Or if a user with certain privileges has completed the work for the campaign which requires those privileges, your admin user may then revoke those excess privileges. Security is important.
