This module is written to automate access to the web services provided by the Virginia State Board of Elections, accessible from:
http://www.sbe.virginia.gov/cms/

It is intended to permit a user to process a list of voters to determine their voting precinct and the districts in which they are entitled to vote, and the elected members who represent those districts.
